What e-Devlet gives you from London

The e-Devlet portal (turkiye.gov.tr) is the Turkish government's single online gateway, and almost everything a Turkish citizen abroad used to queue for at the consulate is now on it: a nüfus kayıt örneği, a criminal record certificate (adli sicil kaydı), the military service status document (askerlik durum belgesi), SGK service records, a student certificate, tax and vehicle records, court case tracking (UYAP), and since 2019 the e-Apostil service for legalising documents online. Each downloaded document carries a barcode and a verification code that any recipient can check on the portal, which is why UK bodies increasingly accept them; see are e-Devlet documents accepted in the UK? for the practice.

Mavi Kart holders can use the portal with their Mavi Kart number in the same way.

Getting a password from abroad

The first password is the obstacle, because it is issued only after identity is verified in person or through an already-verified channel. From the UK the options are:

• At the consulate. Attend the consulate general for your district with your T.C. kimlik kartı or passport and the password envelope is issued on the spot; some posts require an appointment through konsolosluk.gov.tr.
• Through a Turkish bank. If you hold internet banking with a Turkish bank, most banks let you obtain or reset the e-Devlet password from their online banking after logging in with your bank credentials.
• Mobile signature or e-imza. A mobile signature on a Turkish mobile number, or an electronic signature certificate, logs you in without a password at all.
• SMS reset. Once a Turkish mobile number is registered on your account, a forgotten password can be reset by SMS; this does not work for a first-time password.

Keep the Turkish mobile number active if you can; it is the difference between a two-minute reset and a trip to Rutland Lodge.

Documents worth downloading before you need them

• Nüfus kayıt örneği (civil registry extract), with or without family history (vukuatlı), the staple of UK spouse visa and passport applications.
• Adli sicil kaydı, which the Home Office wants apostilled for Skilled Worker applicants in health, education and care roles; e-Apostil can be added online.
• Askerlik durum belgesi, showing deferment or discharge.
• SGK hizmet dökümü for pension and UK visa purposes.
• Öğrenci belgesi and diploma verification for university applications.
• Multilingual (Formül A/B) extracts of birth, marriage and death records, which since December 2023 can also be e-apostilled.

Where translation enters

Two directions. Documents you download for a UK body are in Turkish, and the Home Office, HM Passport Office, universities and employers require a certified English translation; the barcoded PDF is a valid source document and we translate it with its verification code and a note explaining how the recipient can check it. Where an apostille is required, obtain the e-Apostil first so that the apostille is translated as part of the document; see Turkish e-Apostil.

In the other direction, some services reached through e-Devlet, such as a YÖK denklik application, an SGK yurtdışı borçlanması or a Göç İdaresi residence application, ask you to upload UK documents in Turkish. Those translations are made by a translator sworn before a Turkish notary and notarised in Türkiye, which we do in Ankara, with the FCDO apostille attached first where the receiving office requires it.

Common pitfalls

• Letting the Turkish mobile number lapse, so the password cannot be reset from abroad.
• Downloading a nüfus kayıt örneği without family history when the Home Office needs the vukuatlı version.
• Translating an adli sicil kaydı before the e-Apostil is attached; the apostille must be in the translation.
• Sharing your password with an agent; use the portal's delegated-access features instead where they exist.

Delivery is a signed PDF by e-mail, which most UK bodies accept, with a hard copy by courier or a UK print partner where required.
