Are e-Devlet documents accepted in the UK?
Documents downloaded from e-Devlet carry a barcode and a verification code instead of a wet stamp. UK bodies treat them as the source document when they come with a certified translation that reproduces the verification details.
What an e-Devlet document is
Türkiye's e-Devlet portal (turkiye.gov.tr) issues many civil, judicial and academic documents as PDFs: the nüfus kayıt örneği, criminal record certificate (adli sicil kaydı), residence certificate (yerleşim yeri belgesi), SGK service record (hizmet dökümü), student certificates, some university diplomas and transcripts, and court decisions through UYAP. Each PDF carries a barcode and a verification code, and the issuing institution's electronic signature. Anyone with the code can confirm at the portal's document-verification page that the PDF is genuine and unaltered. There is no wet signature and no rubber stamp, and that is by design.
How UK bodies treat them
No UK public body publishes a rule about e-Devlet specifically. Their rules are about language: a document not in English or Welsh needs a certified translation. In our clients' applications to date, e-Devlet PDFs with a certified translation have been used with the Home Office, HM Passport Office, universities and regulators in the same way as paper documents. What makes them work is that the translation reproduces the verification code and explains what it is, so a caseworker can see that the document is verifiable rather than a printout of unknown origin.
Two points of care. First, download the PDF rather than photographing a printout: the PDF contains the electronic signature, the printout does not. Second, some bodies still ask for “the original”. For an e-Devlet document, the original is the PDF; if the body wants paper, print it and include the translation, and if it wants a stamped paper document, the nüfus müdürlüğü or the Turkish consulate can issue one.
Adding an e-Apostil
For the documents covered by Türkiye's e-Apostil service (criminal records, court decisions, nüfus kayıt örneği and multilingual extracts) you can add an apostille at the moment of download. UK public bodies do not require it, but it costs nothing, and it settles any doubt a private recipient might have. Frequently asked questions
Will the Home Office verify the code on the Turkish portal?
We cannot say how often caseworkers do so. What matters is that the code is present and reproduced in the translation so that verification is possible. The Home Office guidance asks for a translation it can independently verify, and a verifiable source document supports that.
Does an e-Devlet document have an expiry date?
The nüfus kayıt örneği and adli sicil kaydı show an issue date and some receiving bodies want them issued recently. The verification code itself remains checkable for a period set by the issuing institution. Download a fresh copy close to your application date.
Can I send you a screenshot?
Please send the PDF. A screenshot often cuts off the verification footer and the signature block, and we would have to ask you for the PDF anyway.
Is a barcoded diploma from e-Devlet accepted by UK ENIC?
UK ENIC asks for the original certificate and a certified translation. Where the university issues the diploma through e-Devlet with a verification code, send the PDF; ENIC may also ask for a scan of the paper diploma. See translations for UK ENIC.
