Where Turkish documents enter a benefit claim

The Department for Work and Pensions (DWP) administers Universal Credit, the State Pension, Pension Credit, Personal Independence Payment, Attendance Allowance and bereavement benefits through Jobcentre Plus, the Pension Service and the International Pension Centre. A Turkish resident of the UK meets it in a few recurring situations. A joint Universal Credit claim needs the couple’s marriage to be evidenced, and a Turkish marriage was recorded on a Turkish certificate. Children born in Türkiye are proved by Turkish birth documents. Income from a Turkish pension or rental property has to be declared, and capital above the thresholds includes a flat in Ankara or a Turkish savings account, which the DWP will want valued. A State Pension claim by someone who worked in Türkiye may lead the International Pension Centre to ask about Turkish contributions. Bereavement Support Payment needs the death certificate, which for a death in Türkiye is Turkish. And disability claims are strengthened by Turkish hospital reports that describe a long-standing condition.

What the DWP requires

The DWP does not publish a translation rule that we could locate, and claim forms simply ask for documents in English or with a translation. The summary in the box is therefore ours. In practice decision-makers expect a translation that is complete, that identifies the translator or company, and that can be tied to the original page by page. Jobcentre staff work from copies, so the copy of the original attached to our translation matters. We apply the same certification as for other government departments: a statement of accuracy, the date, the company name and contact details, our Ankara registry number, a stamp and a signature on every page. Notarisation has not been requested in any DWP file we have handled to date.

Common reasons claims are delayed

• Income figures are converted or rounded. The DWP converts foreign income itself; a translation must show the lira amounts and payment dates as printed.
• The Turkish pension type is mislabelled. Yaşlılık aylığı (old-age pension), dul aylığı (widow’s pension) and malullük aylığı (invalidity pension) are treated differently; we keep the Turkish term and the correct English.
• A valuation report is translated without the valuer’s licence details and the valuation date, so the capital figure is disputed.
• Medical reports arrive with abbreviations left unexplained, and a decision-maker cannot see the diagnosis.
• A marriage certificate translation misses the registration annotations on the inside pages.

How we prepare DWP documents

Send scans of every page, including the inside of the evlenme cüzdanı and the back of any certificate. Translators with legal and medical backgrounds handle the relevant items, and a second linguist checks names, dates and figures. Each page is certified with our statement, stamp and signature and the original is attached. Most claims are managed online, so the PDF is uploaded to your Universal Credit journal or sent to the Pension Service; where a paper form is required we courier hard copies from Ankara (£30) or send them by UK Special Delivery (£8).
