Noter — meaning and English translation
A noter is a Turkish notary: a state-appointed legal professional who certifies signatures, deeds, copies and translations, with wider powers than a UK notary public.
Turkish notaries are appointed under the Notaries Law (No. 1512) and work from numbered offices, so “Ankara 12. Noterliği” is a specific public office rather than a private firm. A noter draws up powers of attorney, sale undertakings and consent letters, certifies copies, takes signature declarations, keeps sworn translators on the roll and certifies their translations. Fees follow a published tariff that changes each year.
We render noter as “notary” and noterlik as “notary's office”, with the office name kept in Turkish in brackets. We avoid “notary public”, because a UK notary public authenticates signatures and documents mainly for use abroad, whereas a Turkish notary's certificate is an instrument of domestic law that courts and registries rely on directly.
