Translations and the DVLA: Turkish driving licences in the UK
A Turkish driving licence cannot be exchanged for a British one, and the DVLA does not ask for a translation of it. Where a translation earns its keep is with insurers, employers, car-hire desks and the police during the twelve months you may drive on it.
What the receiving body requires
Summary of GOV.UK guidance, not a quotation: a Great Britain resident holding a full, valid car or motorcycle licence from a country that is not designated for exchange may drive on it for twelve months from becoming resident; after that a GB provisional licence and passing the theory and practical tests are required. Türkiye is not a designated country, so its licences cannot be exchanged. GOV.UK does not require a translation for this period.

No. The Driver and Vehicle Licensing Agency (DVLA) exchanges licences only from a list of designated countries and territories, and Türkiye is not on it. A licence issued in Türkiye therefore cannot be swapped for a GB licence at any point, however long you have held it. What you can do is drive on it: GOV.UK’s rule for a full, valid licence from a non-designated country is that a person who becomes resident in Great Britain may drive on it for twelve months from the date they became resident. After that you must hold a GB provisional licence and pass the theory and practical tests, exactly as a new driver would, although your Turkish experience will make the practical test easier. Northern Ireland runs a parallel system through the DVA. Nothing in the DVLA process calls for a translation: the DVLA does not inspect your Turkish licence when you apply for a provisional one, and it does not accept it as proof of identity.
What GOV.UK says
The rule is set out on the GOV.UK page for driving on a non-GB licence, which walks through the answers for a Great Britain resident with a full car licence from a country outside the EU and the designated list; the box on this page summarises it. GOV.UK does not mention an international driving permit or a translation for the twelve-month period. We say this plainly because some Turkish drivers are sold a translation on the promise that it will let them exchange the licence, and it will not.
When a translation is still useful
- Motor insurers. To quote you as an experienced driver rather than a novice, insurers want to know the date you first passed and the categories you hold. Several ask for an English translation of the licence, and for a no-claims letter (hasarsızlık belgesi) from your Turkish insurer.
- Employers. Delivery, care and construction jobs that involve driving usually require a copy of the licence in English on file, along with an explanation of the categories.
- Car hire and fleet operators. Hire desks accept the Turkish licence but some insist on an IDP or a translation of the card.
- Police and courts. After a stop or a collision you may be asked to produce your licence at a police station; an English translation avoids a misunderstanding about validity or categories.
- The reverse case. Renewing a Turkish licence at the London consulate requires a UK medical report in Turkish; the consulate specifies translators registered with it, so that is a consular matter rather than one we handle. Converting a UK licence in Türkiye is covered on its own page.
Common misunderstandings
- Expecting an exchange because the licence has been translated, apostilled or both.
- Counting the twelve months from the date of arrival rather than from the date of becoming resident; the two can differ, and insurers ask.
- Reading the category dates wrongly. New-style Turkish cards (from 2016) show a separate issue date for each category on the back; old-style pink licences show a single date. The first-licensed date insurers want is the earliest category date, and a translation that shows only the card’s print date understates your experience.
- Leaving the back of the card untranslated, where the categories, dates and restrictions actually are.
- Applying for a provisional licence with a Turkish ID card as proof of identity; the DVLA requires a passport or another document on its list.

Both sides are translated on one page, with every category code, issue date, expiry date and restriction code rendered and the layout preserved so an insurer can match it against the original. The page carries our certification statement with the company name, Ankara registry number, address, date, stamp and signature. A licence is one page at £10.00, ready the same day if it reaches us before 11:00 UK time, otherwise the next working day. The PDF is what insurers and employers ask for; a paper copy by UK Special Delivery is £8 and by courier from Ankara £30. No UK VAT is charged. Frequently asked questions
Will an apostille on my Turkish licence help with the DVLA?
No. Exchange depends on the issuing country being designated, and Türkiye is not. An apostille changes nothing.
Do I need an international driving permit in the UK?
GOV.UK does not require one for the twelve months you may drive on a Turkish licence. Some hire companies and insurers prefer to see one or a translation; that is their policy, not the DVLA’s.
Can I keep driving after twelve months while I wait for my test?
Not on the Turkish licence alone. Once the twelve months are up you drive as a provisional licence holder, which means L plates, a qualified supervising driver and no motorways until you pass.
Will insurers count my Turkish driving experience?
Policies differ. Many will, if you can show the first-licensed date on a translated licence and a no-claims letter in English. Ask before you buy the translation; we can advise on what the letter should contain.
Does the translation need to be notarised?
No UK insurer or employer we have dealt with has asked for notarisation of a licence translation. The certified translation is enough.
