Driving in the UK on a Turkish licence
Your Turkish sürücü belgesi lets you drive in Great Britain for twelve months after you become resident, and then it does not. It cannot be exchanged, so a UK test follows. Here is the timeline, what insurers ask for, and when a translation of the licence is worth having.
The rule in one sentence
If you hold a full, valid Turkish driving licence and become resident in Great Britain, you may drive cars and motorcycles on it for twelve months from the date you became resident; after that you need a GB provisional licence and must pass the theory and practical tests, because Türkiye is not one of the countries whose licences the DVLA exchanges. That is the GOV.UK position for England, Scotland and Wales at the time of writing; Northern Ireland has its own licensing authority and its own version of the rule, so check there separately. Why there is no exchange
The DVLA exchanges licences from a list of designated countries and territories whose testing standards have been assessed; Türkiye is not on the list, and a parliamentary written answer in 2023 confirmed there were no plans to add it. Agencies that promise an exchange for a fee are selling something that does not exist. What you can do is use the twelve months well: keep driving, get insured, and book the tests before the period ends rather than after.
The twelve months, counted properly
The clock starts when you become resident, not when your licence was issued or when you first drove here. For most people that is the date they arrived to live in the UK. If you came as a visitor and later switched status, the residence date is arguable, and the safe course is to count from your first long-term arrival. During the twelve months your Turkish licence is the document you show at a police stop; an International Driving Permit is not required by GOV.UK for driving on a non-GB licence, though it does no harm, and it carries no weight after the twelve months either.
Insurers and employers: where a translation comes in
GOV.UK asks for no translation of the licence for driving purposes. The pressure comes from elsewhere. Insurers underwriting a driver on a foreign licence ask for the licence details, the date of issue and the categories, and some ask for a translation because the Turkish card lists categories and issue dates in a format their staff cannot read; a few will also ask for your Turkish claims history, which is a separate document covered in the no-claims guide. Employers taking on a driver, courier or delivery rider often want the same. After the twelve months: provisional and tests
Apply for a provisional licence online or on form D1, well before the year is up, because processing takes weeks and you cannot drive on the Turkish licence once the period ends. On a provisional licence you drive with L plates and a supervising driver until you pass. The theory test comes first (multiple-choice and hazard perception), then the practical. Turkish drivers with years of experience sometimes fail the practical on UK-specific points such as mirror use, roundabout lane discipline and speed on residential roads; a few lessons with an instructor before the test are money well spent. Once you pass, the DVLA issues a full GB licence, and your Turkish licence remains valid in Türkiye.
Renewing the Turkish licence while you are here
Turkish licences issued since 2016 are valid for ten years and must be renewed. The London consulate renews them, and its note asks for a UK medical report with a Turkish translation by a translator registered with the consulate; the consulate route is described on the consulate page. If you let the Turkish licence lapse, it stops being a valid foreign licence for UK purposes too.
Costs and timing
- Provisional licence, theory test and practical test fees are set by the DVLA and DVSA and published on GOV.UK; check the current figures.
- Translation of the Turkish licence: £10, certified PDF in one to two working days; £30 for a printed copy by courier. No UK VAT.
- Translation of a Turkish no-claims letter: £10–20 depending on length.
- Test waiting times vary by area and have at times run to months; book early.
Common mistakes
- Counting the twelve months from the date of the first insurance policy or the first job, rather than from residence.
- Applying for the provisional licence in month eleven and finding the test centre has no slots.
- Assuming a translation or IDP extends the driving period. It does not.
- Driving on an expired Turkish licence because the renewal at the consulate was postponed.
- Giving an insurer a licence date that differs from the card because the Turkish card shows both the first-issue date and the current card’s issue date; the translation labels both.
Step by step

Fix your residence date
Write down the date you became resident in Great Britain; this is the date the twelve months run from. Keep evidence of it, such as the entry vignette, tenancy or employment start, because an insurer or a police officer may ask how long you have been here. If you arrived first as a visitor and then obtained a visa to stay, count from the earlier arrival to be safe.

Check the Turkish licence itself
Confirm the licence is a full licence, not a provisional one, and that it has not expired; newer Turkish cards show a ten-year validity. If the expiry falls within your first year in the UK, arrange the renewal through the consulate now, since the consulate needs a UK medical report with a Turkish translation by a translator on its list. An expired Turkish licence does not count as a valid foreign licence here.

Arrange insurance and any translation
Ask insurers whether they will cover a driver on a Turkish licence and what they need to see. If they ask for the licence in English, order our one-page certified translation (£10, one to two working days). If they offer to recognise Turkish claims history, obtain the hasarsızlık letter from your Turkish insurer and have that translated too. Keep the PDFs; they are reused at renewal.

Apply for a GB provisional licence early
Around month six, apply for a provisional licence online through GOV.UK or on a paper D1 form from the Post Office, with proof of identity and address. Allow several weeks for the card to arrive. Holding a provisional licence does not stop you driving on the Turkish licence for the rest of the twelve months, so there is no reason to delay.

Pass the theory test
Book the theory test through GOV.UK once the provisional licence arrives. Study the Highway Code and practise hazard-perception clips; the questions are UK-specific and experience on Turkish roads does not cover them. The theory certificate is valid for two years, within which the practical test must be passed.

Take the practical test before the year ends
Book the practical test as soon as the theory certificate is issued, choosing a centre with availability rather than the nearest one. Take a handful of lessons with an approved instructor to learn the examiners’ expectations on mirrors, roundabouts and speed. If the twelve months expire before you pass, you must drive as a learner with L plates and a supervising driver until you do.

Update your insurer and keep both licences
When the full GB licence arrives, tell your insurer, since premiums for a full UK licence are usually lower. Keep the Turkish licence for driving in Türkiye; passing a UK test does not affect it. Frequently asked questions
Can I exchange my Turkish licence for a UK one without a test?
No. Türkiye is not a designated country for licence exchange, and the DVLA has said it has no plans to add it. After twelve months of residence you must pass the UK theory and practical tests.
Do I need an International Driving Permit to drive here on a Turkish licence?
GOV.UK does not require one for driving in Great Britain on a full foreign licence during the twelve months. Some insurers or hire companies ask for one or for a translation; that is their policy, not the law.
Is a translation of my Turkish licence a legal requirement?
Not for driving. It is a practical document for insurers, employers and hire companies who cannot read the Turkish card. Our translation is certified in the format those bodies have accepted to date.
I have been in the UK for three years and still drive on my Turkish licence. What now?
You have been driving without a valid entitlement since the twelve months ended, which affects your insurance and can lead to prosecution. Apply for a provisional licence immediately and stop driving unsupervised until you pass. A solicitor can advise on any incident that has already happened.
