HMCTS — explained for Turkish readers
HM Courts and Tribunals Service is the Ministry of Justice agency that runs the courts and tribunals of England and Wales; it administers cases but does not decide them.
HMCTS is the executive agency that operates the courts and tribunals in England and Wales, and the non-devolved tribunals in Scotland and Northern Ireland. It employs the court staff, runs the buildings and online services, issues forms and collects fees; judges and magistrates are independent of it. Letters headed HMCTS are administrative: a hearing date, a fee request, a form returned. The Probate Registry and the family courts sit within it.
In Türkiye the administrative side of the courts is handled by the Adalet Bakanlığı and, in each courthouse, by the yazı işleri müdürlüğü, so the nearest translation is descriptive. The UYAP system plays the role that HMCTS's online portals play for filing and tracking cases.
Where HMCTS matters for translation is the rule that foreign-language evidence must be filed with a translation the translator certifies, under Practice Direction 32.
