Deed poll — explained for Turkish readers
A signed declaration by which a person in England and Wales changes their name, with no court decision needed. It can be enrolled at the High Court.
A deed poll is a formal statement, signed and witnessed, in which you abandon your former name and undertake to use a new one. In England and Wales an adult can change their name simply by executing one; there is no application, hearing or reason required. An “enrolled” deed poll is additionally registered at the King's Bench Division of the High Court. The deed is then used to update the passport, driving licence and bank records.
This has no Turkish equivalent. Under the Turkish Civil Code a name or surname is changed by a court decision on showing a justified reason, and the nüfus record is amended on that judgment. A Turkish citizen who changes their name by deed poll in the UK therefore still has a Turkish record in the old name until a Turkish court acts on the change.
