Council tax bill translation into Turkish

Council tax (belediye vergisi, konut vergisi) is the charge every household in England, Scotland and Wales pays to its local council for local services; Northern Ireland has domestic rates instead. The annual bill (council tax demand notice) is sent by the billing authority each March or when you move in, and shows the property address, the band, the names of the liable persons, the amount for the year, any discounts such as the single person discount, and the instalments. Turkish readers sometimes take it for an income tax document, so we head the translation with a short translator's note explaining that it is a local property charge.
The names on the bill are what make it useful. Where two spouses are jointly liable, the bill names both at the same address, which is why it serves as evidence that a couple lives together.
What the Turkish side uses it for
- Citizenship by marriage. An application for Turkish citizenship after three years of marriage has to show that the couple lives together. A council tax bill naming both spouses is one of the common UK documents. See Turkish citizenship for a British spouse.
- İkamet belgesi from the Çalışma Ataşeliği. The London consulate's page on the residence certificate needed for SGK borçlanma as a housewife (ev hanımı) lists, among the documents to bring, one of the Council Tax, electricity, water or gas bills from the last three months. The ataşelik reads the bill in English; the translation is needed when SGK in Türkiye wants the underlying evidence.
- Kesin dönüş. The İkametgâh Nakil Belgesi for moving back requires 24 months' residence abroad, and customs may want the bills that show it when you import household goods or a vehicle.
- Courts. Divorce, custody and inheritance cases where residence on a given date matters.
- Turkish banks and notaries. Proof of address for a non-resident account or a power of attorney.
Does it need certifying and apostilling?
A council tax bill is produced by a public body but carries no signature the FCDO can verify, so it is not apostilled as issued. Where a Turkish office insists on legalisation, a UK solicitor or notary certifies the bill and the FCDO apostilles the certification; the e-Apostille at £35 covers that case. For citizenship, SGK and court files a notarised translation without apostille has been accepted to date, and that is the version most clients order. How the translation is made
The translator sworn before an Ankara notary translates the whole bill, including the band table, the discount codes and the payment schedule, and the notary attaches the translation to a copy of the bill. Amounts stay in pounds. If you send several bills to show a period of residence, each is a separate document for the notary, though we can translate them as one order.
Cost and turnaround
A council tax bill is one page of 1,000 characters, sometimes two with the explanatory notes, so £6.50 to £13.00 for the translation. The Ankara notary tariff of about £13.50 per page plus £5 handling is added; an apostille of the translation, where a court asks for it, is £15. No UK VAT is charged. Translation takes one working day, the notary a further day, and the PDF arrives by e-mail. Turkish offices keep the wet-sealed original, so it goes by courier for £30 to the UK or to Türkiye. No collection is offered.

Frequently asked questions
Only my name is on the bill because of the single person discount. Does that cause a problem for cohabitation?
It can. A bill with the single person discount states that one adult lives at the address, which contradicts a claim that a couple lives together. Use a joint tenancy agreement, joint bank statements or utility bills in both names instead. See tenancy agreement translation.
Do I need the bill apostilled for the citizenship file?
Applicants report that consulate and valilik offices have accepted the translated bill without an apostille to date. If your officer asks for one, a UK solicitor certifies the bill first and the FCDO legalises the certification.
Can you translate a council tax bill from Scotland or a rates bill from Northern Ireland?
Yes. A Scottish bill includes water and sewerage charges, and a Northern Ireland rates bill comes from Land & Property Services; we explain the difference in a translator's note.
How many bills should I send to prove 24 months for kesin dönüş?
Customs offices vary. Two annual bills covering the period, or one bill per year, have been enough in cases we have handled; ask the consulate when you apply for the İkametgâh Nakil Belgesi.
Is an online bill from the council's portal acceptable?
A PDF downloaded from your council account is the same document as the posted one and is accepted by the Ankara notary. Print quality matters more than the source.
