GCSEs, AS and A-levels are awarded by the exam boards (AQA, Pearson Edexcel, OCR, WJEC Eduqas, CCEA), not by the school. In August the school hands out a statement of results; the certificate itself follows a few months later and is the document with legal weight. A certificate lists the candidate's name, the awarding body, the qualification title, the subject, the grade and the date, with the board's seal. If a certificate is lost, the board issues a certifying statement rather than a duplicate. Turkish bodies ask for the certificates; where they have not yet arrived, the statement of results is translated with a note explaining its status.
MEB lise denklik: two routes, one with no translation
Recognition of UK secondary qualifications as the equivalent of a Turkish high school diploma (lise denklik) is a matter for the Ministry of National Education (MEB). From the UK you apply through the Education Counsellor's Office of the Turkish Embassy in London (Londra Eğitim Müşavirliği); from Türkiye you apply to the provincial directorate of national education (İl Millî Eğitim Müdürlüğü). The London office's document list names GCSE, AS and A-level certificates (or equivalents such as BTEC and GNVQ) in original with two photocopies, plus the last year's school reports or a statement of schooling and the diploma or proof of entitlement to it. Its rule on translation is worth reading closely: it requires a sworn translation into Turkish only where the documents are in a language other than English. English certificates lodged in London are read as they are.
The translation becomes necessary when the application is made in Türkiye at the İl Millî Eğitim Müdürlüğü after a move back, when the recognised qualification is used later by a Turkish body that reads only Turkish, or when the family prefers to have the whole file in Turkish. Legalisation and the Ankara notary
An exam-board certificate is not signed by a public officer, so if a Turkish body asks for an apostille the certificate is first certified by a UK notary or solicitor and the FCDO then apostilles the certification (e-Apostille £35, paper £45, either via our UK partner for the FCDO fee plus £20). MEB and universities have accepted notarised translations of un-apostilled certificates to date; we advise the apostille only where the receiving office lists it. We translate each certificate with the grade, tier and specification code as printed, add the Turkish description of the qualification level in brackets, and have a translator sworn before an Ankara notary sign; the notary binds the translations to copies of the certificates, all subjects in one visit.
Cost per certificate and delivery
Each certificate is under 1,000 characters, so it counts as one page at £6.50; a typical set of eight to ten GCSEs and three A-levels is £70 to £85 for the translation, since exam boards print several subjects on one certificate. The notary tariff is passed through at about £13.50 per page plus £5 handling for the set. No UK VAT is charged. Translation takes 1 to 2 working days and the notary a further day. Scans arrive by e-mail; the wet-sealed originals, which the İl Millî Eğitim Müdürlüğü or university keeps, go by courier for £30 to the UK or at a lower rate within Türkiye. Collection is not offered.

Frequently asked questions
I am applying for denklik in London. Do I need your translation at all?
Not for English certificates. The London office's own rule requires a sworn translation only for documents in a language other than English. Order a translation when the file will be used in Türkiye by an office that reads Turkish.
The certificates have not arrived yet, only the statements of results. Can you translate those?
Yes, with a note that they are provisional statements issued by the school. Turkish universities have accepted them for conditional admission; MEB wants the certificates for the denklik decision.
How are grades 9 to 1 and A* explained?
As printed, followed by a translator's note describing the scale. We do not convert grades to Turkish marks; MEB and YÖK apply their own tables.
Do I need each subject on a separate translation?
No. We translate certificate by certificate as issued by the board, and the notary certifies the whole set in one act, which keeps the handling fee to one charge.
Is an apostille required for MEB denklik?
The London office's list does not mention one, and files handled in Türkiye have been accepted with notarised translations of un-apostilled certificates to date. If a provincial office asks for an apostille, a solicitor-certified copy can be legalised electronically.
